At the end of the day, he who holds the power will make the final decisions, and it's not like Putin is an (overt) puppet that can't just do whatever he wants and people will make him regret it. But it definitely buries the narrative that the invasion is going "well". They definitely thought Ukraine would buckle in a couple of weeks, and when they didn't, plans started going to shit.

I think this also indicates that the reserves which their economic team has been using to stabilize Russian economy under the current circumstances are really drying up, so it's necessary to go into war economy mode.This month really took a toll on Russia and this shows it. Of course, it's another round of escalation and a pretty bad one, because now they're going all in and the last thing you need is a nuclear power going all in without an avenue to pull out while saving face (which calling the war a "special military operation" definitely made room for).
