You can't even make standard smokeless ammunition without buying powder, cases and lead that someone else already made. You know where you buy those things? The same stores that sell ammo. It's frequently used by sport shooters. Either to fine-tune and standardize ammo to a higher degree or, more frequently, to power down the load to the lowest legal limit for easy follow-up shots in rapid fire disciplines.
Outside of competition it's really just for the lower price. Except for 9mm. We get acceptable 9mm for training so cheap that it's not even worth saving the brass.
