Unless you go for some weird character-specific thing, any counter system will naturally benefit anyone, be they top- or bottom-tier.
And yet, this simple logic escapes a lot of people in discussions of what's wrong with DoA as a competitive fighting game, or where the characters are on tiers.
The parry in 3S is the same according to Bafael, and he can school Valle with his Oro so I'll believe him for now. His point is that characters like Chun, Ken and Yun benefit just as much if not more from the parry mechanic as low tiers do, because they get a lot more reward for a parry than a low tier character. Because that's part of what determines character ranking on tier lists.
Focus attack in Ultra SF IV was kind of like that. It gave low-mobility, high-tier characters even more options.

I hear AC5 and Verdict Day were bad, but armored souls would be some serious garbage. I think part of why AC5 got negative press was how hard they nerfed mobility from AC4 and For Answer (and even earlier AC games apparently,) which is the direction an armored souls would have to go.

Shadows Die Twice looks like it could be an interesting update to the Soulslike formula, at least it looks faster and more overt with the storytelling. Also I like the idea of using the grappling hook and making the combat take place on the vertical plane as well, so pretty interesting tbh. Then again I am a complete sucker for anything remotely Metroidvania-ish so I'm biased.
Activision publishing it makes me wary though. Tfw you can buy souls to grind hard parts.
Though that grappling hook will make level design tricky. All your wonderful shortcuts you have to activate from the other side no longer work if you can just fly over there. But I guess DSP will have "fun" with it, seeing how much he sucked at the Arkham games.
