I don't get why he needs any kind of liaison with Earth at all. As far as I know the government has never been relevant in his storylines outside of the movie. And that was only because Allen was the one expositing about the missing astronauts.

Linkara could just live on his spaceship the way Angry Joe apparently lives on his space station, with no oversight. It would simplify things.
