Who "made" something is usually who is in charge, holds the rights or had the most influence in the creation, colloquially speaking.
For Star Trek that would be Gene Rodenberry.
For Fable it's Peter Molyneux.
For Spiderman it's Stan Lee.
For Metal Gear it's Hideo Kojima.

Rodenberry wasn't involved in most Trek, Molyneux didn't code Fable, Stan Lee wasn't alone and Kojima doesn't hold the rights to MG.
Multiple answers can also be true. You could say that MG was made by Konami or Spiderman by Marvel. Typically, who "made" what implies who invented or had the most creative control of something.
