Basically Section 5 of the 1965 Voting Rights Act stipulated that states with a history of racial discrimination had to go through the Justice Department before they could make any changes to the election laws.

I can't remember when but States sued to have the law repealed and it got all the way up to the Supreme Court, where Clarence Thomas wrote in his dissent that the historical circumstances that necessitated this provision no longer exists and therefore the law is outdated. Eventually it was brought before the court again and Thomas gave the same opinion as part of a majority, which led to its repeal

Democrats basically want that provision re-implemented under the guise of 'preventing voter suppression' but really, as we all know, that's just the neuro-linguistic programming they use to disguise the fact that what they really want to do is be able to cheat more easily.
