The original Constitution did not ban women from voting. Elections and voter eligibility was left almost entirely to the states and several places in the US did allow women to vote before the 19 Amendment was passed.
That a woman's right to vote went through the amendment process is also a major distinction. Passing a new amendment declaring that the federal district can be a state is fully constitutional, trying to backdoor it into existence through majority votes isn't. But, John Roberts exists so who knows.

On the off chance that this actually gets past the Senate, it's headed straight to the Supreme Court. If John Roberts decides not to take massive amounts of cock up the ass that day or if two of either Kavanaugh, ACB or Gorsuch (or all three) decide to actually stand up to him. then the Supreme Court will likely rule that the law making DC a state is unconstitutional and that you need a constitutional amendment. There is no way in hell the Democrats will ever get the 66 Senate votes needed to pass a Constitutional Amendment and no way in hell that whatever number it is, something like 2/3rds, of the States will ratify it.

This is just like their court packing and their HR1. Democrats have no chance of passing any of them and it would be an open call to Civil War if they did.
