Has any of you been arrested or fined over a knife? I carry a clearly illegal one clipped inside my pockets, and even the cops don't care.

Either way, as long as it's not an illegal item (balisong, OTF auto, push dagger) but just illegal to carry it's a 35€ fine and you get the knife back as well, since it's not illegal.
A dagger should be a bit different, since it's considered a weapon and not a knife. No clue about the fine but that should still be a misdemeanor. However, it'd be a weapon-related one and with those it's three strikes and you lose any weapon licenses you have.
As for knives, they wouldn't arrest you here. They take it, you get fined and can pick it back up from the Ordnungsamt after you paid the fine. The Ordnungsamt is basically just there for minor misdemeanors, like parking tickets or dogs not on a leash.

FYI you should never carry expensive weapons on your person, unless it's a pistol when you have a legal ccw license. Never carry anything that you would be sad to lose.
