Firstly the text of Trump's executive order merely instructs the relevant organisations to look into whether Twatter violated their Section 230 protections by fact checking him and other things and instructs them to withhold federal ad buys on the site if that's the case. Secondly, Trump ordering a repeal of Section 230 entirely is just hot air. Such a measure would never survive Congress and, even if it did, would never survive the Supreme Court. It's simple: There's two type of entities that have two different types of protections: Platforms and Publishers.

Platforms are considered 'the public square', thus anything stated on them would be considered protected by the first amendment and the Platform would be protected from any lawsuit. Platforms then are not allowed to censor, restrict, or otherwise hinder the first amendment rights of their users.

A publisher, on the other hand, is considered able to control what message is stated. They can editorialize, censor, and restrict all they want. Publishers, however, are also legally responsible for any statement released and can be sued.

Twitter has enjoyed the benefits of both being a platform and a publisher. If they want to never get sued, they're a platform. IF they want to ban Milo, they're a publisher. Honestly, this has been coming for a long while, and it won't end nicely. If anything, this is just a giant beacon that the VC that has been keeping Twitter on life support's about to dry out.

Twitter STILL hasn't been profitable in its entire lifespan. It's been propped up by venture capital this whole time. With news of incoming investigation and possible regulation and lawsuits, venture capital is going to stop. Twitter's future is: A) being bought by a profitable entity, B) closing, C) lobbying to become declared a utility, in which case it will have to adhere to being a platform.
