That's basically how things used to go over here in Krautland. Then they just turned that loicense into a fee every household had to pay, whether or not they actually have any kind of TV (or radio). It's basically a tax at this point, but they're not allowed to call it one.

Nope, it's the same as it's always been, a separate payment on top of everything else, just that they don't bother to check if you have a TV anymore, they just assume it and that's that.
