Never played 4 but it's dull as fuck to watch. I did wish 5 had the announcer though like third strike.

When it came out, absolutely everyone hated it. It was fucking shit. Don't believe the 09ers trying to revise history. It was ugly as sin, slow and the mechanics were total trash.
Through the versions it got better but never any good. It remained hideous and the mechanics that were shit weren't ever touched. It's a total snorefest to watch and the decision to only use training stage for tournaments only made that worse.
SFV is worse. It's the natural progression. Suddenly, fags who hated SFIV through it's entire lifetime want to go back to four and start relativising it. Not to mention the 09ers that are the blight on the FGC having slowly taken over shoryuken.com.
Street Fighter only plays a role in tournaments due to agenda. Nothing else. Same with MvC3, really. Both shit games that are played because Capcucks don't want to learn anything new.
But, getting back to IV, the dumbest shit are ultras by far. How does one fuck resources up that much? It doesn't cost anything, since you're pretty much guaranteed to get one or won't even remotely need it in the first place. There's no incentive for saving it up because even at stage one it does absurd amounts of damage and breaks game rules like going through fireballs most of the time.
Supers on the other hand do LESS damage, despite costing four bars that could be used for EX moves, which are more useful and combined do more damage. Supers also get fucked by scaling into oblivion.
The comeback mechanic completely eliminates supers. Entirely. And it does way too much damage.

I'm going to disagree here. Not with you saying Ultras are shit. They are. But I think the dumbest thing about SFIV is actually the game's overall speed. That's why it's so fucking boring to watch. Even at the HIGHEST level play, characters still jump like they're in moon gravity and move like slugs. One of the reasons Juri is so much more fun for me to use in SFIV is she can fullscreen punish hadoukens and move (relatively) fast around the field. The result of a game being so fucking slow was that low-risk shit like hadoukens and turtling became the go-to strat for a lot of players, which just makes the game even more boring to watch. It's obvious that a lot of the shitty things about SFV were added by Capcom to artificially speed up the game without actually improving it meaningfully.
Ultras are garbage too though. Like you said, there's no reason to not cash them out. Any scrub can combo into ultra and they do retarded damage. The more you get your ass beat, the more Ultra you get. Supers do trash damage by comparison and EX moves are generally far more useful (since you get 4 for every one super). 4 EX pinwheels with Juri vs one Juri super= no contest. Outside of a few characters, like Makoto, Elena and Juri, ultras are largely the same for all characters and just do shitloads of damage. Very few ultras change the flow of the battle or the way you play the game by giving you mad potential for a comeback if you play with skill. Overall, the majority of Ultras do a big pile of damage and nothing else. It's a tax on your opponent for playing well.
Comeback mechanics in general are retarded and unnecessary. Even at a casual level, they're not needed. Any two opponents of relatively even skill will go back and forth regardless of comeback bullshit. Comeback mechanics aren't going to let an unskilled player beat a very skilled player.

Jumping feels friggin' weird in SFIV. And I can't recall ever using anyone's Super outside of training mode. It's just not worth it.
The game's weird attempt at a Roman Cancel was also pretty effed up. So I have to cancel into some guard breaker and then cancel out of that one with a dash? Is that some glitch a beta tester found out or something?
