It makes sense. The Romulan Star Empire was a large chunk of the ST-universe, and I remember Picard had several dealings with them. I don't get the fan fiction and "can't use the same uniforms or designs" complaints though. Arguments about the skills of the writers aside, no shit are the uniforms and designs different if it's been 20 years. Remember when Kirk's crew got those totally different red uniforms in the movies and nobody gave a shit? Plus, apparently Picard's not in Starfleet anymore so that's an even dumber complaint.

It's being produced by CBS, who does not hold the rights to the original series. Therefore, like Discovery and JJ Trek, anything they do isn't considered "canon" and has to look significantly different to avoid confusion, like the punk rock Klingons from Into Darkness. Goddammit Rushy.

TL;DR About a decade ago, the rights for Star Trek got split up between two different companies, CBS and Paramount-Viacom. It's a complete fucking legal mess and we'll likely never be able to have proper Star Trek again unless a corporate merger happens to occur.

Actually, if they could use any of the uniforms of any Trek up to and including Enterprise, they totally would because of merchandise sales.
As it stands, they don't have the rights to actual Trek and as such whatever they make isn't actual Trek and has to be noticeably different. Even the characters, their backstories and so on. They are not legally allowed to write the characters like they originally are. That's why Spock is emotional in JJ Trek and why Kirk is a total faggot.

This whole licensing situation surrounding Star Trek is just fucking bizarre. I mean, how little of an IP are you allowed to use in order to still call your OC (do not steal) part of that IP?
(Except then they had three video game adaptations that actually did use the official license, with the 3rd one even set in TNG times.)
For even more lulz, there's Star Fleet Battles, which thanks to some weird licensing deal turned into a literal fork of TOS era Star Trek.
