You do have to be able to divide the two, it would likely allow for better opportunities to prosecute traffickers.

And that's why people conflate the two. I think it's really as simple as. We conflate a lot of things legally because there's no way to draw that kind of particular line.

I guess the problem is prostitution being illegal in the USA in the first place. You'd need at least one state or one area that allows it. Something like Las Vegas would be perfect since that's whore capital already.
