Doxing is unsavory but not criminal. If it were a crime, then every news organization would be in jail. And don't tell me it's not a crime when a corporation does it, but it is a crime when an individual does it. There are tons of independent news reporters and small-timers who sell stories or just film shit to sell to established media. That would all be illegal.
