I don't think he's that clever. The villain will be an Angry Joe Corporate Commander knock off. It's a review of Justice League so it'll be a person who is ruining DC because of corporate greed or some shit.

Could very well be both, or perhaps a clumsy mash-up of the two.

It being DC-based, perhaps they'll have some inside-ish dig at Zod, given that was one of Doge's bits. That would also make it a nod to MUH TGWTG CONTINUITY, since he had that role in TBF. Though perhaps I'm overestimating the cleverness factor, too.
