It's amazing how detached from reality this particular article is, even by EU standards. Impossible to actually follow, and not actually making anything better for anyone who isn't some rich and soulless megacorps.
I mean, imagine some hypothetical European start-up that's aiming to (eventually) compete with Youtube. Now these guys would have to either buy/develop a foolproof copyright filter (something even Youtube is struggling with after pouring millions upon millions into it), or - a serious suggestion from a supporter of this POS - avoid the upload filter by buying a loicense for anything your users might upload. Aka everything.
It's really much easier and cheaper to bail out of the EU and put up a much cheaper filter that will turn anyone logging in from the EU into a second-class user who can't upload for shit. If you're nice enough to even let them access your site in the first place.
If they'll even make any kind of reality check, this thing will probably end up getting watered down so that only Google is affected, or turned into one of those wonderful "voluntary" laws (aka shit that nobody follows anyways because they don't have to).

Honestly, if tor had stock it would be sky high right now. The EU is fucking up (more so than usual) and the British government want to implement an infeasible age gate system tied to your credit card so that, allegedly, minors can't look at porn.
