Eugenics is selective breeding and it is massively effective! There never was any debate on the mechanics of it. It works.
We've bred pets, livestock and just about any fruit and vegetable you ever had in your entire life was selectively bred.

The controversy is all about authority. Who would decide who gets to mate with whom. That's very obviously not a desirable society to live in and you sure as fuck wouldn't appreciate mandated sexual reproduction facilitated by any state.
