That's exactly it. Ukraine's president doesn't have anything to lose. If Russia wins, which it will, then he'll be executed. So what does he care if he draws NATO into a global holocaust? He'll be dead either way. He'd rather gamble on coming out on top (if he succeeds in sparking a world war and then somehow stays alive to see NATO win) than surrender and have to either flee in disgrace or stand before a firing squad.

Every hospital that Putin bombs is a win for Zelensky. Putin is kind of a fucking retard to play along, when I think about it. He should have mobilized overwhelming force at the start and steamrolled every city on a push to the capital. But that's captain hindsight-tier observation. He could still do it now though. He should do it now. He needs a decisive, overwhelming, crushing victory and it needs to happen before any other nation can decide to step in.

He was never going to do that for the same reason we argue that the US military would never use its drones and F-16s in a hypothetical Civil War: he has to rebuild it. If he bombed the shit out of Ukraine, he'd have to rebuild it

Russians also view warfare as an extension of diplomacy. Whereas the Americans will bomb the shit out of everyone and leave no one alive to negotiate anything, Russians will show force to better their negotiating position. It's most evident in this current situation. Russia said to Ukraine 'If you persist in joining NATO we will invade' and Ukraine/the US/NATO said in response 'We don't believe you'. Well now they believe them.
