As for Spike's curly hair, he was literally based on this guy
As for Spike being Chinese, the manga referred to him as 'Oriental'
And it's literally in multiple episodes that the language they speak is Chinese. In third episode for example, when they read the No Smoking signs in various languages they stop at the one written in Chinese, rather than the one written in English just above it

Why is his name Spike Spiegel if he's Oriental? He must be at least part Jewish with that surname. He wouldn't look like a full-blooded Korean like John Cho.
All of the roles are miscast from what I've seen.
