Many are completely without hope, engaged in criminal activities and holding onto a bucketcrab mentality. They try to actively sabotage those struggling to leave the ghetto. Generations of kids are raised without fathers, inducted into gangs at an early age and then killed as a result of gang violence.

I think the first step to changing any of this would be for those with power to want it to change. But they don't. Conservatives have largely not cared about african americans and liberals want to shackle them to the ghetto forever with gibs that encourage fatherless families and mindless procreation. Get more money for more kids? Have more kids. Only qualify if daddy isn't around? Daddy isn't around. That system is the way it is because shitlibs ALSO want it that way.
