Republicans hate free expression as much as the Democrats do. They flip-flop on which party hates it more, based on who is in the White House. When they're out of power, they pretend to like freedom of speech. When they're in, they hate it again.

230 just needs to be enforced.

It can't really be enforced, that's the problem with it. The law is very broad. A social media company could allow defamatory things to be posted about you and evade liability because they're just a platform. If you sue them because they've denied you access to their platform, they'll turn around and say they don't have to allow it to you because they're a publisher. The law allows them to do this. Read Clarence Thomas' opinion on the subject.

Congress don't have to enforce anything against them. Opening up legal liability means that social media giants can be sued. Smaller sites can be sued, yes, but smaller sites tend to fly under the radar, whereas social media giants will have to pay the piper for trying to centralise the internet. It would create a chilling effect where nobody could post anything on them, which would cause them to shrivel up and die overnight.

It's not that simple. Any site that removes non-illegal but objectionable content could be considered a publisher. The problem is what's considered 'objectionable'.
