HTML and CSS have enough support to do a proper desktop and mobile seoarated layout properly. The thing is, companies get bummed that they have to develop and maintain two different layouts for the same application, so management comes down complaining "why can't we have the same solution for both interfaces???" and currently there's no way you can convince them that desktop and mobile are two completely different user experiences and should be treated separately. "Media queries and a responsive grid solve everything!", they were told, and it coats less, and 75% of the users are on mobile, so it's decided.
