No, because sometimes a thread can be revitalized when something hilarious happens. If we locked threads, people would end up creating duplicates (which sometimes happens anyway) or being mad that the thread is locked and funny shit is happening.

Nobody was using the bump feature, so disabling it doesn't cost anything.
