Even if he didn't it wouldn't matter. Blues has always had "standards" that everyone played. You may as well complain about the piano player in a cocktail bar playing popular tunes being a rip off artist.

For sure, for sure. Blues is a very patternized genre. It's all about how you weave your style into the Blues. You look at ZZ Top's "waiting for the bus," and you'll hear the typical blues progression. But it doesn't sound the same as "going down," "Mannish boy" or "congo square." Sonny Landreth doesn't sound like Muddy Waters. Every famous blues artist adds their own flavor to the mix. The same song can sound different in blues if the artist changes, and not in a gay "original cover donut steal" way. The flavor of the blues relies heavily on what the individual artist brings.

I suppose you could say the same for all music, but blues has a very particular chord progression and phrasing common to the majority of blues songs. I haven't noticed that with rock or metal music, EXCEPT in cases where rock music is heavily based on the blues.

That depends. Most Hard Rock is heavily reliant on the Blues pentatonic scale. Especially guitar solos are pretty much just that.
Metal is a good deal different.
