They all do it. The Soviets pretty famously shot down a U-2 that was doing air surveillance over Russian airspace in 1960.
Difference is, if it was America sending a fucking surveillance balloon over Chinese airspace, Xi wouldn't hesitate to shoot it down and start shit with America for sending the thing in the first place
