There's really no way to prevent those states from issuing valid voting IDs to illegals. No matter what requirements you set, those states can just write a new law that says it's ok to give those documents to illegals. If an SSN doesn't work then nothing works.

The fact is that you can't stop voting fraud at all in states where one party holds the majority of the power.

A non-corrupt society would handle this with nonpartisan oversight from incorruptible judges and counters. But we don't live in that society.
