He wouldn't govern any differently if he were mentally competent. He's always been a corrupt grifter out for himself at the expense of the voters. We're seeing it more now because of the circumstances of his 'victory' and the fact that he's never been on center stage before. One thing we are seeing is the answer to the age-old question of whether he would be worse than Obama. The answer, in my opinion, is yes. I feel like even Obama wouldn't have fucked up the afghan withdrawal that badly.
