Doubt it will happen.
He hasn't gone through the primaries, he hasn't gone through the debates. The people didn't choose him. They want him because of how he's handling Wu Flu? Take a look at what he's said and done before the outbreak. That'll shoot him down pretty quick.
It'll be difficult for him to build up any enthusiasm for a campaign between the time the DNC make their formal selection and the election in November.

They won't. Biden will run, lose devastatingly and that's it. That's their plan. They aren't planing to run somebody for president, they just want a scapegoat and who better than a guy that's way too old to hang around any longer after the failed election.
The impeachment was their original plan but that didn't do jack shit and was a historical failure.
They will field somebody in 2024, maybe even Cumboat, but this coming election is fucked and lost for them and not even they are dumb enough to field somebody into guaranteed doom they may need in 2024.

The thing they fear most is not losing to Trump, it's running a candidate like Bernie and winning.
