If this were Trump I'd immediately assume it was another one of his quid pro quo for recent Iranian proxy attacks like his little spat a couple years back but the Biden admin is much more malicious and war hungry. That's true. Trump and the Iranians both kept escalating their sperging until the Iranians made the first mistake. Don't forget that plane had a lot of Russian personnel onboard, so they basically shot down the people helping them to prepare for a conflict.
