I's a bit too problematic having an earthquake-centric manga after the Great Hanshin Earthquake, and they probably didn't want to revive it out of fear of having another Minky Momo (whose finales and reruns have a habit of coinciding with earthquakes; the Kami must hate the original Truck-kun).

(One rerun even ended with the Great Hanshin Earthquake. Coincidence? I think not.)

That might just be it. They probably assumed that Disney had dibs on the title, and then pulled some Fawcett/DC Captain Marvel / Shazam kind of autism where they used the character, but made sure to not advertize the product with the character's name.
All of the baka gaijin dubs certainly had no trouble calling it as it is.

Well, with Disney it's a 'better safe than sorry' kind of thing. Disney don't have to be legally in the right (and they aren't, Pinocchio was public domain when they made it) to sue you for all your worth
