Fair enough, it was a starbase. I just thought starbases referred to space stations.

I'm pretty sure they're one and the same in Star Trek. It's just that the planet they orbit might not matter to the plot all that much.

First appearance of 23rd Century Earth was in The Motion Picture. Even in the movies, TNG, DS9, we only see little glimpses of places on Earth here and there.

And even then Earth visits mostly involve hanging out in Starfleet HQ, Starfleet Academy, or wherever the spotlight character's relatives are living.

There was that arc about terrorism against Earth in season 3 of Enterprise, which was actually pretty good and didn't jeopardise the utopian aspect of the series by a whole lot, especially since the following season dealt with the building of the Federation

And then season 4 had terrorism from Earth, as RoboCop was trying to free Earth from xenos scum.
But season 3 aka the Xindi arc was pretty gud. It featured a season-long story arc that still left room for standalone episodes, it did a better Voyager by having the Enterprise enter some messed-up region of space outsiders have rarely entered, and it even had some callbacks to TOS-style episodes (they come across a planet populated by humans that were kidnapped and enslaved from the Wild West). They even used this whole temporal cold war plot for something interesting for once (extra-dimensional assholes want Earth blown up because they know the Federation will kick their ass in the far future).
And of course it featured Jeffrey Combs doing what Jeffrey Combs does best.
