Lucas generally had his finger on the pulse when it came to selling his goofy space fantasy. Even with the bad critical reception to the prequels, he milked the shit out of that era and sold a billion toys.

Maul was instantly identifiable AND had become nostalgic AND was enough of a blank slate where you could do practically any story you wanted with him.
