In the less-retarded movie continuity, there's no reason why an experienced mechanic like Luke couldn't put one together. They're not used because they're outdated, not because they're complex to build.

I have no idea how muggles store and share information, but Force users in the EU have always used holocrons, usually dice-shaped things (d4s for Sith, d6s for Jedi afaik) with holographic images and shit.
Pretty sure part of the salt generated by The Last Jedi was due to them wasting the one opportunity to finally feature holocrons in the movie canon.
