It's a special snowflake way of doing Special Summons where you have to factor in the surrounding cards (hence the directions).

What makes it weird is that he was wearing snorkeling equipment so it's not like it was a suicide. Either he had shitty equipment or had a heart attack.

Yeah, I didn't think it was your standard Japanese suicidu. More like an unfortunate accident.

Shame. All jokes aside I actually liked his work growing up. I thought he had to have a very creative mind to devise all those games (not just the card game) and, if he were American, they'd have licensed every single one of them.
