They did. Hilariously enough--the creator/executive producer of COPS admitted that was the case. That if anything, they had to struggle to film more incidents involving white people, to balance all the footage of blacks that were getting taken down and justifiably arrested.

Somebody is going to have a damn near monopoly on violence in every nation. You have the choice of cops, religious fanatics, political terrorists or a crime organisation. That's your choice.
