It's a terrible redesign that completely misses the point of the character. Harley doesn't want to be the Joker's whore, she wants to be his wife. Wearing a fully legitimate harlequin outfit is her way of displaying that she understands him. She is applying her skill as a psychologist to try and impress him.

That's the biggest crime. Despite his insanity the Joker has style. Initially Harley had it, too, but then they decided she should always dress up as a whore.

Even then, Poison Ivy is a bit of a weird choice. She's an unhinged eco-terrorist who cares about fucking flowers more than she cares about all of humanity. It's weird that she would just want to hang out with an unhinged clown girl (who could also easily pull off some stunt that'd trigger her).
I suspect the pairing exists because Ivy is pretty much the only female Bat villain who doesn't want to get into Batman's pants.
Oh, and because it was easy enough to retcon her into a lesbian because she has never really cared about other people before (using her pheromones for fun and profit doesn't count).

The whole plan I think was to turn Harley into a Girl Joker. Partly because the regular Joker had so much historical baggage and partly for Hollywood YAAS QUEEN!! reasons.
