It may be unprecedented and terrifying in Japan; in any globohomo city you can consider yourself lucky if it only happens once.

Most episodes center on the victim to see what made him batshit enough to be "chosen" for the next sluggin'. Before the finale there's also like 3 episodes that are entirely self-contained shorts only connected to the rest via the villain.

They're not random. Everyone hits some kind of breaking point before the "crazy jogger" just so happens to show up. The very second episode should've made this clear as crystal.

I quit watching (many years ago, so apologies for everything i got wrong in the other comment; to give you an idea how many years have passed i believe that Troontaku was still just an ugly woman back then) believing that the focus of the show was presenting fucked up, sleazy characters conducting fucked up, sleazy lives, and that the assaults were mainly a tool to tie their stories together.
Basically all i remember is seeing a cop helping some kids downloading porn from a public computer, seeing a bitch cucking her husband by secretly being a hooker (because the hooker was a split personality of hers?), telling to myself "this is 13 episodes of Mascara wearing Tom Holland taking black cock up his ass", reading who the culprit was on some wiki and tuning out forever.
If people start dying after that, and the story evolves into serial murders like Perfect Blue i'll watch the whole thing -even though i already know who baseball bat kid is and why.

Edit: I took a quick look at the final episode, and there seem to be terrorist attacks too?
Is there a connection to the Shoko Asahara death cult, like it was the case for this one?

Dunno about a terrorist attack either. Stuff escalates and there are mudslides as well but not really a cult.

It is worth a watch, though. Much is not quite like it seems.
