Wikipedia tells me this still counts as a "new" Doctor, so he needs a new outfit to differentiate cosplays of the 10th and 14th Doctor :roll:

It's a reference to the first regeneration from 1966, they changed the outfit there too. It wasn't explained then and it isn't now.

In real life, because RTD didn't want anyone to think the show was making fun of drag culture.

Doctor Who fans are currently throwing a hissy fit because the son of the very first serial's writer has pushed a copyright claim against the BBC and gotten it off iPlayer.

Apparently they are unaware of the existence of physical media and (for newcomers) a basic Wiki search
