Well, there's a reason why Wraith never really catched on.
The other reason is that Wraiths can barely interact with the rest of the World of Darkness because for some reason (playable) ghosts in WoD are not The Crow (though they added that option later on when it was already too late).

None of the WoD ever played well with each other except Vampire and Werewolf. Maybe Mage if we're talking oWoD.

Mages would, in theory, be able to work alongside other creatures from the WoD as long as you could make their objectives align (unlike werewolves who were usually portrayed as eco-intolerant asshole who would work with anyone else because muh Gaia). The problem was that a strong enough Mage would literally warp reality around himself and make the other creatures look silly in comparison.

It's been a long-standing meme that a werewolf could tear a vampire apart with ease, while a mage could turn the werewolf into a lawn chair.
The main issue with Wraiths is that they live in their own little dimension (which maybe mages can enter), and being able to have any ability to interact with the world of the living is not a standard feature.

It's a Difficulty 7 Arete check for a Mage with Matter 2 sphere to turn a werewolf's underwear to silver (vulgar magick, no sleeper witness). And you can spend 1 Willpower point to get one automatic success so you actually just need to roll one 7 to make the werewolf suffer pretty hard.

That's more complicated, I think - it will require Life 3, Matter 3, probably Prime 2 or 3 as well to bind both Material spheres together.
