There's just not much you can do with it until you start repeating yourself because there is a low skill ceiling.
Silent Hill lived more from its storytelling. 1 being a metaphor for the occult transformation of oneself via (inner) alchemy, 2 with its nod to the Jungian archetypes and psychology.
Both are arguably not all that exciting in terms of game mechanics.
Take away a good story and atmosphere and you are left with fairly boring and sluggish games.

Let me put it like this: How many of the tank control, classic Survival Horror games during the genre's golden age were actually good?
RE1, 2, 3. Arguably CVX. Maybe Dino Crisis 1. REmake. Silent Hill 1, 2 and 3. I'm sure there must be a couple others but yeah, not a ton. Not a ton of good collectathon 3d platformers either. I'll buy that it's a hard genre to make work but not that the genre is shit or anything.

Well, when you have to pull remakes to the list, you know it's bad. Cold Fear wasn't that bad, but Fear Effect, even if less horror, was somewhat better.
I didn't play The Evil Within 2, but some say it's better than 1. There's also Daymare, which at first was RE2 Remake, but when I first saw it, it looked like piece of shit and when it came out, it turned out it's just shit.
