This is the current monetization requirements for Youtube. I am trying to find the requirements when he got demonetized but it doesn't look much different at least from the numbers.

I'm guessing that 4k views requirement for 12 months is average? Because 4k per year doesn't make sense and everyone could get admonies, because one bideo a month with not even 400 views is not that hard.
