Yup. Just like "young adult" novels in the West. It's just a shitty novel but they think they can deflect criticism by assigning a meaningless sub-genre to it.

I really don't think they're hiding anything by calling them light novels. That tells you exactly what they are, they're 'light' novels, as opposed to 'heavy' War and Peace type 'proper' novels. They're basically pulps except we in the West don't really have pulp fiction any more.
