It's a key denoting which countries in Europe are part of or associated with the European Union. If it were a map of the European Union it would not have on it and labelled Great Britain, Switzerland, Norway, Iceland, Russia, Ukraine, Belarus and a bunch of other European nations which are not currently or have never been part of the European Union.

You'll notice the African countries that are part of the map (Morocco, a bit of Algeria and a bit of Tunisia) are not labelled. That's because they're not part of Europe and it's not a map of Africa
