Testosterone isn't directly linked to hair loss. It can accelerate it but it's currently thought that a byproduct of testosterone may be responsible for it, rather than Testosterone itself. There is obviously no direct correlation, Maffew Cuck being a prime example.

The only think we know for sure is that genetics trumps all. If your father and grandfathers have been baldfags at a young age, you're pretty much fucked right from the start.
