The thing about the drawings is it's much harder to figure out exactly where and when it should become illegal. Since no actual children were harmed. Is a stick figure technically CP if you label it as an underage child being graped? Is it therefore to be illegal as well? But the barrier to entry on producing technical "cp" would be so low anything could qualify.
