GTA 3 had working AI and NPCs that reacted when you did shit. I believe it also had localised vehicle damage as well. AND you could customise your character! you're being uncharacteristically optimistic here. Are you feeling ok?
E; sorry, customisation came in San Andreas. That's even more optimistic, expecting cyberpunk to live up to a game from 2004.

The character customization is afaik limited to the PC version, where you can easily tinker with the character's skin. San Andreas made it a standard in-game feature.

I can't even think of a game that basic and functionless. It's only challenged by asset flips.
