As Voice said, we had one on 2.0 and sometimes discussed him on 1.0. We didn't really have a lot of generals at 1.0 and instead made threads for habbenings.

For 3.0 and 4.0 there was no reason to have one, since he just plain wasn't active. Aside from the Puppet Steve channel, which isn't really relevant.
