Yeah, he was a pastiche of (The) Phantom and Batman. He did have a few power armours in the 90s, when facing against the more technological villains. It was always good fun seeing how wackily shody the armours were and how much Gyro would screw up because he was overzealous. I think it was meant to be a joke on Gizomndo(Gizmo? from Duck tales) and Iron Man going through a ton of armours in the 90s.

That would imply they even care t implement that. The one game I remember going out of its way to do that, since it thought it would be imported by weebs, was VC2. If you notice, in a lot of menus, X and O are swapped if you play it in a western PSP. Typically, the games in Sony's consoles had the choices locked down and it was the western branches that had to recalibrate the controls at times, even fucking the games in the process like the infamous "this time Triangle means cancel menu while in other games it's Circle" or "Why the fuck do you jump with Circle" for Kingdom Hearts.
