Romans were oddly superstitious for the self-proclaimed properly-evolved civilization, and liked wasting time and money on curse tablets and fortune tellers. That's doesn't really sound like the Romulans.
Not sure how much this matters, though, seeing how normie knowledge about Roman belief probably starts and ends with "They have the Greek gods, except they have different names". Not even anything about how their rebranded pantheon was a lot more subtle than the Greek one, or that they had a fuckload more deities (or god-like concepts).

There's nothing odd about being "superstitious" back in those times. The whole fucking world was. For the most part most civilisations wouldn't even dare call other's gods fake, just the wrong ones to worship or falsely interpreted.

The Romans went so far as to essentially collect defeated people's deities like they're filling a Pokedex or something. It's just a bit amusing from a modern perspective.

It's really no different to what any other culture was doing. Back then you really, really didn't just say "lol that god doesn't exist". That was a concept that came up way later around the Renaissance era. Even then the tendency was rather calling them demons than outright denying their existence.

It must be noted that the TOS Romulans did not have forehead ridges, not even in the movies (5&6). It was something TNG started for some reason.
The Romulans are Vulcans that left Vulcan before Surak reformed the Vulcan culture into a logical one. They retain the warlike aspects of the old Vulcan culture.
TNG also debuted the Mintakans, a "proto-Vulcan race", whatever that means.

I guess they feared that audiences wouldn't be able to tell Vulcans and Romulans part, despite the distinctive Romulan uniform? And I guess Mintakans are another part of the Vulcan exodus that didn't actually end up accomplishing much.
Romans took it a step further. Whenever they clowned over another city, they'd do some ritual that basically amounted to "Hey, patron god of this city. Why won't you come hang out in Rome? The Roman consuls had the authority to cancel events due to "bad omens". The guy who served as Caesar's proconsul tried to filibuster his land reform bill claiming "bad omens" but, since it was a very popular bill, the solemnly ignored him.

In all fairness, it never made sense that the Klingons would become a space faring race. 40k Orks at least have the excuse that whatever garbage they build just works because they believe it will. How did the knuckleheaded Klingons manage? TOS Klingons could've but no way the TNG ones would've built anything more advanced than hotrods to street race with.
