The documentary is better. The movie is mostly about some reporter guy and his family drama and Mr. Rogers is just a secondary character.

I would say documentaries are preferrably over some Hollywood biopic. The latter almost always omit shit, change shit, or make shit up, all to have it fit conventional Hollywood drama narrative shit.
They probably could've, but I imagine the Chinamen approached them first as part of their strategy to strengthen their control over Hollywood. The Hollywood biopic is a genre that is usually dull as dishwater. Far too often, some hack who wants to win an easy Oscar will take the interesting story of a real person and wring it into some generic bullshit that the old people who run the academy will eat up (e.g., The Imitation Game and Tom Hooper's non-musicals). The exceptions are films made by creative directors who don't mindlessly follow Hollywood's biopic formula (e.g., Raging Bull, Lawrence of Arabia, and The Elephant Man).
